Bacup Borough salvaged one point from a game they could have lost had it not been for keeper Phil Melville.
Melville saved well on three occasions before he was finally beaten by his team-mate Jacub Wood, who could do nothing about his own goal as the ball rebounded in off him after hitting the post.
Borough improved after the break with Tommy Turner going close before they equalised through a Jamie Byrne header.
In the dying minutes of the game, both teams could have won it with Martin Cosgrave going close for Borough before Melville saved superbly at the death to keep Congleton out.
