Kevin Hawkins, director general of the British retail Consortium, is to appear before the All-Party Small Shops Group enquiry into whether the growth of supermarket chains is bad news for consumers.

He is expected to say that big retailers are not responsible for the decline of local shops and markets, but other factors are to blame such as increased rents, rates and parking policies in town centres.
