A YOUTH has been fined by Rossendale magistrates for failing to clean up after his foster parents' dog.

The offence occurred on land in Newchurch Road, Stacksteads, and was witnessed by Rossendale Council's animal warden, Dave East, who gave the 17-year-old a waste bag.

When he did not clear it up Mr East issued a penalty notice, which remained unpaid, even after a reminder was sent.

The defendant, who no longer lives in the Rossendale area, admitted the offence by letter, but said he did not know about the penalty. Rossendale Youth Court fined him £50 and also ordered him to pay £35 court costs.

Speaking after the hearing Councillor Nick Pilling, Rossendale Council's chairman of development, regeneration and the environment, said: "The health hazards which are posed by dog fouling are obvious.

"All responsible dog owners will clear up after their pet.

"The court has shown with this case that it supports the council in cracking down on the minority who do not."
