A COUNCILLOR is set to fail in his bid to open a sandwich shop in his Blackburn ward.
Audley councillor Yusuf Jan Virmani, has asked for planning permission to build a two-storey building on land off Harwood Street.
It would be a sandwich bar on the ground floor with office space above.
The Labour councillor's planning committee colleagues are expected to reject the bid.
