A COUNCIL has rejected proposals to convert the upper floors of a retail store into flats.

Ikhlaq Hussain, who is the owner of Taste, in Randal Street, Blackburn submitted an application to change the use of first and second floor of the building's empty upper floor into two self-contained flats.

Blackburn with Darwen Council refused the application on the grounds the applicant had failed to submit sufficient information to demonstrate that the adjoining cafe uses would not cause noise or odour issue to future occupants of the flat.

Mr Hussain said: "I'm upset the council has refused my planning application on this basis.

"I will sit down with all of them and see what happens next."
