PLANS to build houses at a former garage site look set to be turned down.

The 11 three-storey terraced houses proposed for Cobden Street, Nelson, will go before Pendle Council's Nelson Committee on Monday.

But planning officer Kathryn Hughes recommended in her report that issues including noise from the El Tropicano nightclub's effect on the residents had not been properly addressed.

The site is also in a designated smoke control area, meaning no waste can be burned there by builders, while noise, pollution and vibration assessments from the railway have not yet been carried out.

There are concerns about parking and site access, while the layout does not leave enough space per house to meet guidelines. Ms Hughes said in the report: "The limited amount of amenity space for the dwellings is not acceptable and would lead to a cramped, harsh form of development."

Neighbours had complained protected trees would have to be felled, and called for the road's original features to be maintained.
