MOTORISTS whose cars block Rossendale's refuse collection vehicles may get a fixed penalty notice in the future.

Inconsiderate parking disrupts the effective collection of refuse and items for recycling, particularly in narrow streets, and is the biggest cause of "missed bins" in the borough.

When a street is blocked, Rossendale Council has to go back to the street on a later day, sometimes on several different occasions.

By working with the police, the parking enforcement service, and the refuse collection service, the borough's neighbourhood environmental action teams have agreed a new procedure to deal with inconsiderate motorists.

From March 13, those who park inconsiderately will be notified twice in writing that they are causing an obstruction.

If the problem continues, registration details will be passed to police who will visit the owner to discuss the problem. If the owner is unco-operative, then a fixed penalty notice may be issued.
